Does SMM Splitter SDK cut video files without encoding like BoilSoft splitter ?

Thank you for your interest.

The SDK operates in two mode - GOP accuracy (withoout re-encoding) and Frame accuracy, with partial re-endoding (keeping 99% original data)
It can be used within VB6, you can have a look at the sample to go with an evaluation version.
