Hello Pattie,

Thank you for uploading the file.
In your case you deal with the K-Frame accuracy that is only supported by the Splitter for WMV/ASF/AVI files.

So the position of the second K-frame you can start trimming from is 10:987 seconds.
End position of trimming fragment can be set with frame caauracy.

I have a video in WMV format that I'm trying to trim 6 seconds off the front and 3 off the back.  I set up my cuts, make the front & back as cut-off fragments, mark the center, as keep on fragment, then Click your left mouse button on the central fragment to be splitted.
Click the Trim button.  the file is saved, however, the first 6 seconds are still there. 

Is there a problem with the software or me?
