Thank you for your post.
The WebM that you have sent us contains VP9 video track.
Such videos could be edited at the present time only with K-frame accuracy. It means that the video will be started with the key frame and not the frame that you have selected, so you can get not accurate result on output files.

We will possibly add frame accurate editing for VP9 codec to Video Splitter's next releases.
