Thank you for your post.

There are no special recommendations for bit rate of MP4 file.
Could you please upload for us this file, e.g. to Google drive?
As I believe that problem arise due some other reasons of MP4 file content.
BTW, the beta version that you could also try is available here (Business Edition).

 I am able to split a 4000kbps file with no problem, however the application freezes when I try to open and view a 678kbps mp4 file.  This file can be viewed with VLC and windows media player.  Are there recommended or common mp4 bit rates?

  I am using the Solveigmm Video Splitter, business editition, trial version 6.0.1608.10.  On a Windows 7, service pack 1 PC.
