Video Splitter / output video problem

I downloaded this video from Youtube (mp4-1080p): http://www.youtube.com/watch?v=6iekVIA9aL4

I need to cut a little fragment from 00:08:02;07 to 00:08:04;14 (With Frame Accuracy).
The problem is the resulting video shows with poor quality.

Can you help me??, please
